The Benefit Access Program, formerly known as Circuit Breaker, provides a license plate discount and free transit cards to residents that qualify.

Application Requirements
- You must be sixty-five (65) years or older by December 31st of the current year or sixteen (16) years of age or older and
- Totally disabled before January 1st of this year.
- You must be a resident of Illinois at the time you file the application.
Income Requirements
Your gross yearly income must be less than:
- $33,562.00 for a one (1) person household
- $44,533.00 for a two (2) person household
- $55,500.00 for a three (3) person household
Required Documentation if you filed a Federal 1040
- Your social security card
- Your state ID or driver’s license
- If you are married and living together, your spouse’s social security card and ID; your spouse must have a social security number for you to apply
- If you report other income on the application and filed a Federal 1040 this year, we will need the 1040 and schedules related to the other income
Required Documentation if you did not file a Federal 1040
- Your social security card
- Your state ID or driver’s license
- If you are married and living together, your spouse’s social security card and ID; your spouse must have a social security number for you to apply
- Proof of any wages received by you or you and your spouse if married and living together
- Proof of Social Security, SSI benefits (Form SSA-1099) including Medicare deductions received by you or you and your spouse if you are married and living together
- Proof of other benefits, such as veterans, railroad retirement, civil service, pension, annuities, interest and dividends, and other income received by you or you and your spouse if you are married and living together
- Any proof of loss that you are claiming
